Baltimore, MD (March 8, 2010) – The Baltimore Development Corporation (BDC), on behalf of the City of Baltimore and Health Care for the Homeless, Inc. (HCH), today issued a Request for the Proposals (RFP) for the redevelopment of five City-owned properties and the former HCH headquarters on the Westside of downtown.

BDC is seeking proposals from qualified developers for the acquisition and rehabilitation and/or new construction of the buildings for a mixed-use project.  This highly visible site is on the eastern edge of the Westside in the Market Center Urban Renewal Area an area bounded by Madison Street on the north Cathedral and Liberty Streets on the east Pratt Street on the south and Martin Luther King Jr. Boulevard on the west.

The properties being offered through this RFP include:

  1. 111 Park Avenue (former headquarters of Health Care for the Homeless, Inc.) – a four-story plus basement masonry building.  Total floor area is approximately 16,188 square feet.  HCH is seeking a minimum of $1,000,000 for the purchase of its property. The HCH property will only be considered for rehabilitation and was awarded $400,000 of Maryland Heritage Structure Historic Rehabilitation Tax Credits in 2009.
  2. 144 West Fayette Street – a vacant four-story plus basement masonry building.  Total floor area is estimated at 6,080 square feet.
  3. 142 West Fayette Street – a vacant four-story plus basement masonry building.  Total floor area is approximately 4,179 square feet.
  4. 102 North Liberty Street – a vacant three-story plus basement masonry building.  Total floor area is estimated at 3,300 square feet.
  5. 104 North Liberty Street – a vacant four-story plus basement masonry building.  Total floor area is approximately 3,000 square feet.
  6. 106 North Liberty Street – a vacant four-story plus basement masonry building.  Total floor area is estimated at 2,736 square feet.

 

The goals of the City in offering these properties for sale/redevelopment include, but are not limited to, the following:

  • The City is seeking a fee simple or leasehold interest (as applicable) sale of properties to the developer(s).
  • Uses which include, or are supportive of, the Westside Strategic Plan are encouraged.
  • HCH and the City anticipate completion of redevelopment of the properties within twenty-four (24) months following settlement.
  • Reliance on public funds is discouraged and subsidies by the City should not be anticipated. 
  • Street level activity generated by retail establishments.
  • Regarding new construction, a signature building of high design quality that takes advantage of this prominent, highly visible site.
