BDC Issues RFP for Washington Boulevard Property

Baltimore, MD (June 22, 2011) – The Baltimore Development Corporation (BDC), on behalf of the City of Baltimore, has issued a Request for Proposals (RFP) for 906 Washington Boulevard in the Pigtown/Washington Village Urban Renewal Area.

A commercial property, the site is composed of two adjacent buildings sharing the same address with a total of 7,760 square feet.  The easternmost structure is a former public bath house and the westernmost structure is the former Engine #10 Baltimore City Fire Station.  The buildings were built in 1901.  Located on the north side of Washington Boulevard west of Callendar Street, the site includes 60 feet of frontage and 80-100 feet of depth, producing a 6,203 square foot property.

BDC is seeking proposals from qualified developers for the construction and rehabilitation of a mixed-use development in accordance with the following goals and objectives:

1) To encourage a high quality mixed-use development that enhances and anchors the Washington Village/Pigtown Business District; 2) To achieve a positive impact for the City that includes quality jobs, increased tax revenues, community stabilization, opportunities for Minority Business Enterprises (MBE) and Women’s Business Enterprises (WBE), and contributes to the City’s long-term economic growth objectives; 3) The site is offered in “as-is” condition; 4) To seek a fee simple fair market sale of the site to the developer; 5) Reliance on public funds is discouraged and subsidies by the City should not be anticipated; and 6) A high quality of architectural and streetscape design is expected and must conform to all the conditions and stipulations outlined in the Design and Rehabilitation Standards of the Washington Village Urban Renewal Plan.

This site enjoys a prime location.  Washington Village/Pigtown is located at the base of I-395 and Martin Luther King, Jr. Boulevard with easy access to I-295 and 95 within a ½ mile of the commercial district along Washington Boulevard.  The commercial district is in close proximity to the Inner Harbor, University of Maryland, Baltimore, the University of Maryland, Baltimore BioPark, Oriole Park at Camden Yards and M&T Bank Stadium.  The approximately 165-acre Washington Village Urban Renewal Area is generally located southwest of downtown Baltimore and bounded by Martin Luther King Jr. Boulevard on the east; Russell Street/Paca Street and the Carroll Camden Industrial Park on the south; Bush Street/Carroll Park on the west; and the southern edge of the Mount Clare Junction/B&O Railroad Museum on the north.
