BDC Issues Two Request For Proposals In Response To Expressed Westside Interest
Baltimore, MD (October 20, 2011) – The Baltimore Development Corporation (BDC) announced today that, on behalf of the City of Baltimore, it has issued two Request for Proposals (RFP) in response to interest expressed in Westside development projects.
Having received unsolicited proposals for the Liberty Park area, BDC has reissued an RFP for the redevelopment of five City-owned properties (considered a single site). This highly visible site is on the eastern edge of the Westside in the Market Center Urban Renewal Area, adjacent to the downtown core, bounded by Marion Street on the north; Fayette Street on the south; Liberty Street on the east; and Park Avenue on the west.
The properties being offered are:
- 144 West Fayette Street – a vacant four-story plus basement masonry building. Total
floor area is estimated at 6,080 square feet.
- 142 West Fayette Street – a vacant four-story plus basement masonry building. Total floor area is approximately 4,179 square feet.
- 102 North Liberty Street – a vacant three-story plus basement masonry building. Total floor area is estimated at 3,300 square feet.
- 104 North Liberty Street – a vacant four-story plus basement masonry building. Total
floor area is approximately 3,000 square feet.
- 106 North Liberty Street – a vacant four-story plus basement masonry building. Total
floor area is estimated at 2,736 square feet.
When BDC previously offered these properties for redevelopment in 2010 (no responses were received), the Healthcare for the Homeless property at 111 North Liberty Street was also included; this property is now being independently offered for sale by the organization --interested parties should contact Healthcare for the Homeless directly.
Deadline for submission of proposals for Liberty Park, accompanied by a $250.00 non-refundable check, is 12 noon (EST), Monday, December 12, 2011.
The second RFP, Liberty Clay, for which BDC has received an unsolicited proposal, consist of two sites within the Market Center Urban Renewal Area. The sites offered for redevelopment are bounded by Lexington Street on the south; Clay Street on the north; Liberty Street on the east; and Park Avenue on the west.
Site A includes a surface parking lot, a vacant four-story “contributing building” at 207-209 Park Avenue (a historic structure subject to the Memorandum of Agreement between the Maryland Historical Trust (MHT) and the City of Baltimore), and a vacant two-story “non-contributing building” at 208 North Liberty Street.
207-209 Park Avenue – a vacant four-story “contributing building.” Total floor area is approximately 3,648 square feet.
208 North Liberty Street – a vacant two-story “non-contributing building” with an estimated floor area of 3,054 square feet.
Surface Parking Lot – 23,054 square feet.
Site B includes a vacant three-story “contributing building” and a vacant four-story “non-contributing building.”
114 West Lexington Street – a vacant three-story “contributing building” with approximately 5,340 square feet of total floor area.
116-120 West Lexington Street – a corner four-story “non-contributing building” with an estimated floor area of 12,083 square feet.
Deadline for submission of proposals for Liberty Clay, accompanied by a $300.00 non-refundable check, is 12 noon (EST), Monday, December 19, 2011.

Regarding these RFPs:
1) Properties are offered in “as-is” condition for both RFPs. 2) Respondents for the Liberty
Clay RFP may submit proposals for a single site or both sites. Proposals must include all
properties within the site. 3) The City anticipates completion of redevelopment for both the Liberty Park and Liberty Clay projects within 24 months following settlement. 4) Uses which include, or are supportive of, the Westside Strategic Plan are expected. And, 5) Reliance on public funds is discouraged.
