Baltimore City Seeks Management Partner for Pier Six Concert Pavilion
BDC issues RFP to manage one of the city’s most iconic waterfront venues
Baltimore, MD—Baltimore, Md. — The Baltimore Development Corporation (BDC), on behalf of the mayor and City Council of Baltimore, announced the release of a request for proposals (RFP) for the exclusive management of the Pier Six Concert Pavilion.
Located at 731 Eastern Ave. in the Inner Harbor, Pier Six is one of Baltimore’s most iconic waterfront venues. The original pavilion opened in 1981, and the current tensile-roofed structure designed by FTL Associates was completed in 1991. Since then, Pier Six has welcomed generations of concertgoers, hosted unforgettable performances, and brought people together from across the region.
With the current management agreement set to expire, BDC is seeking a partner with a proven track record in managing live entertainment venues to usher in the next chapter for Pier Six. The new operator will have the opportunity to build on the pavilion’s history, bring fresh energy to the stage, and ensure the venue remains a premier destination on Baltimore’s waterfront. The management agreement includes a profit-sharing provision that ensures the city shares in the pavilion’s success, reinforcing its role as both an economic driver and a cultural asset for Baltimore.
“Pier Six is a cornerstone of Baltimore’s music and entertainment landscape,” said Otis Rolley, president and CEO of BDC. “With the right partner, this venue can continue to showcase world-class talent, provide memorable experiences for audiences, and deliver economic benefits that ripple throughout our city.”
Proposals are due by noon Nov. 7, 2025, and must be submitted electronically. The full RFP, including requirements and evaluation criteria, is available at BaltimoreDevelopment.com. For more information, please contact Kim Clark, Executive Vice President of BDC, at KClark@baltimoredevelopment.com.
