BDC Congratulates EVP Kimberly Clark on ULI Baltimore’s 2025 Lifetime Achievement Award

Baltimore, MD—The Baltimore Development Corporation (BDC) proudly celebrates Kimberly “Kim” Clark, Executive Vice President and Chief Operating Officer of BDC, on being named the recipient of ULI Baltimore’s 2025 Lifetime Achievement Award. This prestigious honor recognizes individuals whose lifetime work exemplifies the Urban Land Institute’s mission to shape the future of cities for transformative impact worldwide.

Kim has dedicated more than three decades to advancing Baltimore’s economic and community development. A lifelong resident still living in the home where she grew up, she has been a steadfast public servant, helping to restore and reimagine neighborhoods and commercial corridors. From early revitalization on 36th Street in Hampden to transformational projects like the Baltimore Waterfront Marriott and Harbor Point, Kim has helped our city evolve many times over.

“Kim’s impact on Baltimore can be seen all across the city,” said Otis Rolley, BDC President and CEO. “Her leadership has helped guide BDC’s efforts to grow a stronger, more inclusive economy while fostering places that reflect the character and potential of Baltimore’s communities. We could not be prouder to see her recognized with this honor.”

At BDC, Kim has built a legacy of balancing the urgent demands of development with a long-term vision for the city’s future. Her leadership has turned underutilized commercial areas like Belvedere Square, Charles North, and Hampden into thriving destinations, while her commitment to sustainability and equitable development continues to influence waterfront planning and citywide revitalization.

Beyond her work at BDC, Kim’s civic contributions are extensive. She has held leadership roles with Goodwill of the Chesapeake, Made in Baltimore, the Emerging Technology Center, MEDA, and Leadership Maryland. Her influence reaches into workforce training, environmental remediation, and infrastructure innovation, always reinforcing her belief that economic development and community well-being are inseparable.

BDC joins ULI Baltimore in recognizing Kimberly Clark’s Lifetime Achievement Award as a celebration of her extraordinary career, her enduring love for Baltimore, and her unwavering vision for a more vibrant, equitable, and inclusive city.
